ANDREW HAVAS, JR., Chief, West Hills Regional Police
Department (WHRPD), 1000 Luzerne Street, Johnstown, PA 15905,
(814) 255-4145, was contacted regarding[—————“‘;CSCSCCC*dt:SCté«CKASVAASSS
provided the following information:
Chief HAVAS advised according to a report filed by
WHRPD Officer on December 3, 1998, at approximately
6:40 p.m., Officer was proceeding in his patrol unit on
Wyoming Street near Lehigh Street. A blue 1983 Ford Ranger be
truck, proceeding in the opposite direction, rounded the curve at BIC
a high rate of speed in the same lane as Officer forcing
Officer[__]to take evasive action and nearly strike an
embankment. After turning the patrol unit around, Officer
pursued the Ford Ranger and made a traffic stop, at which time
the driver of the truck exited the vehicle and began walking
toward OfficerL____]| Officer[___ ordered the driver to
return to his vehicle and the driver complied; however, the
driver was heard to remark, “Just don’t shoot me.” When Officer
approached the driver to obtain his driver's license
information, the driver again asked the officer not to shoot him.
At about this same time, WHRPD OfficerL__Jarrived
at the scene to assist Officer The driver again related
something about police officers wanting to shoot him for
[Ssd|:« The officers explai the driver,
that they did not work Bort [nox do they shoot people tor
traffic violations.
Upon checking the vehicle, it was determined the
Pennsylvania inspection sticker and registration plate had both
expired in July 1998. It was also determined the vehicle was not
insured. The vehicle was subsequently towed from the scene and be

report, #98-005637, as well as copies of four traffic citations
issued as a result of this incident. These copies are attached
and made a part hereto.
