Observation owers was out on bail and we had no indication he would flee. We do not conduct surveillances on individuals who are out on bail. Es It is obvious that several well known people in the TV industry and other wealthy people in NYC were anxious for Towers to leave the U.S. to avoid public embarassment to themselves should he ovenly discuss the identities of persons for whom he procured prostitutes. Towers was broke otherwise he would not have engaged himself as a pimp and he could not get $10 to Manhattan House of Detention where he remained from 3/3/61 until 3/15/61 when bail was reduced to $5,000 by NYC court. However, it is noted that several well-to-do figures in the TV industry stated when interviewed he was making large sums of money which was never verified, particularlythe $12,000 royalty deal (which may have been a pay-off) and his $195,000 deal. Maria Novotny was obviously aided by persons unknown to leave the U.S. as she didn't have the brain power nor the money to execute her departure scheme. It is further noted mother her/fand her husband whowere in the U.S. at the same time met her when she landed in England. Her escape was very necessary because she was the chief witness and even if Towers comes back it is doubtful if he can be prosecuted sucessfully withegt her as @ Government or State witness, -10-
