cally furnished Assistant Special Agent in Charge A, KE, BOWLES of the Pitts=
burgh Division pertinent information in thie case and requested the interview

Captain ALBERT H, CONNER, Associate Commissioner, Federal
Prisons Industries, Inc., United States Department of Justice, Washington,
D.G,, advised that he has in the past acted as Director of the Buresu of
Prisons in the Sbsence of Mr. JAMES V, BENNETT, Director of that Burem,
Captain CONNER advised that he previously reviewed the files
on the five subjects involved in this investigetion on October 2 and 3, 1947,
before he laft Washington, D.%, end Captain CONNER was aware of the nature
of the investigation baling conducted, He advised that in one of the five
files at Washington maintained by the Bureau of Prisons, he recalled seeing
& letter from JOHN R, ROBINSON, Chicago, Illinois, but Captain CONNER was
of the belief that the letter was addressed to Hr, BENNETT, Captain CONNER
reported that he did not recdl having seen the letter previously and speci~
fically does not recall having had any conversation with ROBINSON about
transfer of any of the five subjects,
Captein CONNER talked to FRANK LOVELAND of the Bureau of et
Prisons about the transfer of three prisoners from the United States Me ah
Penitentiary, Atlanta, Georgia, This discussion took place in the summer °
of 1945 when Captain CONNER was the Acting Director of the Bureau of Prisons
and during which time Mr, BENNETT was in Burope. CONNER seemed to recall
that one of the men mantioned for transfer was D'ANDREA, and that he was one
of the ones who went to the United States Penitentiary, Leavenworth. COMMER
mentioned that LOVELAND has immediate charge of transfers and signs the
orders for the transfer after discussing the mtter with the Director or
Aoting Director of the Bureau of Prisons. Captain CONNER specifically
pointed out that in the inatance of these three men who were transferred
to Leavenworth, he was willing to accept full responsibility, and that if the
facts ware the same, they would still be transferred if the matter were left
up to him, Captain CONNER pointed out that it was a common practice to 5
transfer prisoners to an institution which affords the same emount of security m
if that institution ia located closer to the prisoner's home; that this pro-
cedure makes it sore convenient for the relatives to interview the prisoner
in question and Has a direct relationship on the behavior of the prisoner,
