The same agency recom- mended Dec. 18 that Factor be deported on the basis of nis 1943 conviction in Cedar Rapids, Iowa, on multiple counts of using the mails to defraud. The petition said Factor, born in England, has “clearly | | established his moral rehabili- tation.” It said that since 1953 he has made substantial contributions to many chari- * “ties and has made substantial restitution of all claims against him. Altho Factor served six years in prison for the 1943 mail fraud conviction, he was best known for his part in an alleged gangland kidnaping in Chicago in 1933. _ Factor maintained he was kidnaped by Roger Touhy, who was shot to death ona Chicago street 22 days after his re lease from prison in 1959.
