See enclosed Form 4-694a, for an explanation of these exemptions. In addition, where excisions were made, the appropriate exempting subsections have been cited opposite the deletions. Where pages have been withheld in their entirety, a deleted page information sheet has been substituted showing the reason or basis for the deletion. The enclosed material contains information which was furnished by other government agencies. Our consultations with these agencies have been completed and the documents are being released per their instructions. During the review of material pertinent to this subject, documents were also located which originated with other government agencies. The enclosed copies represent the best reproduction available. Some of the originals are of poor quality and the duplicating process renders a copy of poorer quality.
