With reference to the request for the issuance of an
entification Order on Richerd Tallmad-Galates in connection with
Kansas City shooting, upon receipt of the attached letter fron
etterli at Kansas City dated July 12, stating that they would Like
have an opportunity to place Galates under surveillance prior to
apprehension, and after our conference of this morning, I called
erli and advised him of the impracticabllity of iesuing an
S\ Identification Order under these circumstances and of the information

While talking to Mr. Vetterli Agent Jones took the telephone
and stated that he had received information that e letter had been
received at Richmond, Illinois, by Hadley. F. Martin stamped "July 10,
Havana, Cuba", Apartado 1073 being the return address. Mr. Jones
\ stated that he understands "apartado" means "Fost Office Box®. Jones
