As mentioned in that letter, which letter was tranamitted by Air Mail, the statement of differences was " attached to a voucher and was previously tranamitted that same day, October 18th, to the Division by regular mail (not Air Mail). It therefore eppears that the statement of differences at the Division with the voucher submitted by regular mail, which voucher was not signed by Ur. Gill through inedvertence.. Very truly yours
