Kinzly refer to your letter of October 12,
1973, reporting allegations of Mr, Eugenes C.fReppert, Director of
Police of the Ranvas City, Missouri, Police Department.

As you are no doubt aware, when any assist-
ance of a locsl character has been needed, I have always called on
Sheriff Thomas E.tBesh of Jackson County, Missouri, who haa invari-
atly teen most cooperative. Of course, ve have found it necessary
during the conduct of routine investisations from time te time ta
make incuiries of the local police department. In addition, on
several occasions, violations of the federal laws, such as that
of the National Motor Vehicle Theft act, have been referred to this
office by the Police Department. Of course, naturally, these in-
vestigations have to be conducted in spite of the conditions which
exist. The agents of this office have been instructed at all times
to be most circumspect in their dealings with the Kansas City, Mie-
souri, Police Department. ,

_ About a month ego, I was called upon to make
an address tefore the Southside Central Business association here
in Kansas City. about that seme time, there was considerable pub-
licity in the local papers having to do particulerly with attacks
on the police department. The day before I was to deliver my ad-
dress, the secretary of the crganization called me and asked whether
I would object to having Chief of Detectives Thomas J. Hirgins of
the Kansas City, Missouri, Police Depsrtment present. I informed
him ‘that, naturally, I would not otject to the presence of any
person they might desire to hsve at their luncheon. The secretary
then informed me that Mr. Higgins would cot make an address of more
than five minutes. To this, I informed the secretary that I dié not
teiieve it vould be a-propriate to have any other person on the D7
