The writer proceeded to the jremises of the Sherone Apartment
house sbout 8 P, i. October 31, 1953, and after observing various
entrences and .exits, concluded that the alleyways and one-story
roof,situated under the window of the apartment occupied by ‘filler
was not guarded, For this reas.n, this agent and Agent Ryan main-
tained a watch from the alley until 2:0 A. if. November 1, 1933,
at which time we were replaced by sgent Newnan and two police
officers parked in a car in the alleyway. The writer returned to
the prenises on Noveaber 1, at 6:40 4. W., at which time it wes
ascertained that all entrinces and exits were covered, and that two
police cars were located near the Galt Street entrance for obsery-
ation. Arrancenents were ade for agents in Apartment 207 to
hang a coat from the window if Miller should leave his apartment.
The writer returned to the office, and remained on duty here until
7:30 P. M., leaving agent Guinane in charge of the detail.
It was inpossible for the writer to telephone the agents
in ADartment 207, in view of the fact that two taps had been
placed on wires from the switch board, thus mking it necessary
for agents to leave the speartment and telenhone the office.
Freyuent telephone conversations throughout the day indiceted thet
the surveillance was being muintained at all points, and thet at
8:00 P, li, on the lst, agent Guinane called, stating the situation
was well in hand. He suggested that one or two additionul men be
made aveilable for replacing egents on duty throvghout the night.
Accordingly, the writer arranged for Agents ifehegan and Billings
to proceed to the apsartaent for the necessary replacement at 10:30.
At 9 P. MW. Agent Guinene called, stating that Miller had
left his apartment, end escaped by maning dow the nerrow stairs,
adding that Vivian Mathews was taken into custody.
lis. Doris Rogers, stenogravher, and Agent EH. N. Notesteen,
who were stationed at the service door of the kitchenette, as
indicated on the attached drawing, were obliged to watch apartment
211 through a very smell space about 3" wide, which wes located some
