The n e+ Director will personally recall the identity of the informant. 4 The informant stated that Bernerd Phillips, who is generally known in the underworld as YSig Phil,” was killed in the East af- ter the Indiana bank robbery last surmer. It appears from the information received that the underworld is in possession of information to the effect that Bernard Phillips was the fourth man on the golf links at the time that Keating, Holden and Harvey Bailey were apprehended at Kansas City, Missouri; the underworld generally believes that Bernard Phillips tipped off Federal of- ficers and caused the arrest of the other three. For this reas- on, Phillips is supposed to have been put on the spot. The in- i formant stated that Phillips was killed with ice picks and that he fought viciously at the time that he was being killed. It - appears from the information received that he was stabbed a great many times and more or less tortured to death.'- The in- formant stated that in his opinion Harvey“Bailey was not one of the machine gunners at the Union Station Massacre.
