Same is given for your information as follows: Informant A of Hot Springs, Arkansas, whobe name has been hitherto furnished to the Division was intervier- ed several times and atated in eubsteance that the major crime in the United States ia controlled by ones tacey of Chicago, Jllinois(evidently referring to Subject Louie"Stacci), and a partner of that individual, name unknown. Informant A is of the opinion that individuals like al Capone and others are mere- ly pawne of the crime ezars. He stated that each conmunity has its local crime head, but these individuals take orders and pay tribute to the leaders from Chicago. It ie said that they have connections in Chicago vith some Senator or Congressman, who is in position to secure and furnigh to the underworld much in- formation of a eonfidential nature.
