During the past five months the attention of the Kansas City Office has been specifically directed towards the apprehension of various Fugitives in connection with this case. In view of the dangerous character of the individuals involved it appears that the Division has been quite effective along these | lines, inaamuch as there is only one Fugitive remaining who is under indictment. Of course, there should be no relazation wha t- scever with regard to investigation to determine the whereabouts ; j of Galatas, Howover, I am inclined to believe that there may be ° muck mis-directed effort in the event the investigation in the future ia directed towards the apprehension of various persona whose names have been mentioned in connection with the case, but | &geainst whom we have no specific evidence at the present time. By @11 means the question of the probability of connecting these persons with the massacre should not be overlooked, but I feel the primary object is the queation of evidence, When the invwetigation first commenced it 1a quite apparent that due to the vicious circumstances surrounding the case that the investigation was more or lees of a feverish nature. _ Because of this,and because of the fact that time may have given — various witnesses an opportunity to give seasoned thought to their experiences, it appears advisable to make a complete review of tha file and reinterview many witnesses. This procedure bes already been put into effect. 1¢ has resulted in two developments of primery importance. It was found that photographs of latent finger- printe developed from objects in the house occupied by Vernon killer were never transmitted to the Division to be checked against the ainzle fingerprint file and the fingerprinte of various suspects. The negatives of the photographs have recently been transmitted to the Division. They have great potential value. In addition, it may be noted that while reinterviewing | one of the witnesses the names of two eye witnesses to the massacre, who were probably not more than fifty feet from Agent Caffrey‘s automobile, have been found. dArrangementa have already been mde to interview them in the very near future. It appears that the file reflected that these two witnesses had been interviewed ime- Aiately after the shooting and had given etatements of negligible value; that the significance of their potential value as witnesses was never discovered until the file had been reviewed and the other witnesses reinterviewed. Other discoveries of value will probably be made as the review of the file progresses. for the information of the Division it may be noted that the file on this case, with exhibits, occupies two filing cabinets
