The Division te respectfully advised that ©
there existed a misunderstending relutive to the Division's desires
on records of telephone tape at the beginning of the atove, in view -
of the fect that from January 1?th to January 22nd, the telephone -
Cunpany Was gretutiously making observations of calle received over
the telepbone numbere mentioned and was supplying the information to
Agents of thie Division office without any charge therefor. I was act
of the .pinicn at the time that ip those cases where a telephone com-
pany sac voluntarily aod gratutiously furnishing the information it
WaB hecessary to receive prior authorization from the Division; ac-
cordingly, the a-thorization o? the above phones was not received
until Janusry 22, 1953, when I conferred by telephone with Mr. H. H.
Clege of the Division. The observation of the Demoush Planing Mill,
telephone numter 65, was placed on Jenusry 20, 1934; was removed on
January 22, 1034, a6 it wae not thought important, and {it was neces-
aary to have another telephone number substituted for this, however,
the observetion of telephone number 63 was renewed on January 23, —
1054, upon telephonic authorization from Mr. Clege of the Division —
on thet date, anc wax continued until Fetrucry 15, 1934. The Division
is res:ectfilly referred to my letter dated Janucry 27, 1934, particu-
larly pace teo, for confirmation of my telephonic conversation with
Mr. Clezg relative to the above described telephone observations. Wo
letter of authorization relative to these telephone taps t hae been
received.

Edward beorre Eremer, Victin, Kidnaping, a tap was pleced on Fetruary
12, 1024, on the office and residence telephones of Vernon Lynch, hes
voinee, Iowa, telephone numbers 35-3271, 3-3272 and 5-0425. These taps
ere still in existence at the sriting of this letter and sere placed
at the request of Specia: Agent in Charge Werner flenni on February 12,
1934, as he advised that prior authority had been received from the
Division to place them. Information relative to the placing of these
taps is set out in my letter to the Division dated February 19, 1934;
it will be noted in that letter that I have only mentioned telephone
pumter 3-327] for ir, Lynch's office phone, however, he has tv¥o con- |
