A group of KSU students and had appealed to the Federal Courts.
According to the article, these grouvs were orizinally joined
together, but that they spiit on January 28, 1°71, when Judcze
THOMAS ruled out the grand jury resort and allowed che indict-
ments against the 25 persons to stend. ‘Judge THOMAS said the
report which exonerated National Guardsmen and blamed the KSU
uprising on the university faculty and administration, made
fair trials for the 25 impossible and violated free speech"

Journal on October 20, 1971, it was reported that aides to the
Ohio Attorney General were in Ravenna, Ohio, on Cetober 18 and
October 19 interviewing those who might testify for the vrose-
cution in the cases of the 25 persons indicted, According to
this article, Ohio Attorney General VILLIAM BROWN is concerned
about the trials startinz before 1972 because "State Law
requires that a person be brought to trial within three court
terms arter he is indicted," The third court term since the
indictments vere returned on GCctoter 5, 1970, will end on
December 31, 1971. The article went on to indicate that "there
has never been a ruling on whether the three-term requirement
is waived while appeals are pending,"
