a typewriter at RCA, Camden, N, J, LIVEZLY advised he
never intended any harm to recipients of the letters,
LIVEZLY sent the letters as he became aggravated at kidding
he received from RCA employees whose names he used as
the senders of the various letters, RCA Plant Physician,
who has been treating LIVEZLY as patient at RCA since 1962,
advised his file contains to listing of mental disease
or treatment for LIVESLY. RCA physician considers LIVEZLY
as eccentric but one who knows what he is doing and who
is absolutely responsible for his actions, AUSA HOROWIT2,
Newark, N. J., declined prosecution as facts do not
indicate subject is Gangerous or any real threat to persons
receiving the letters and there was no need to invoke
criminal process. AUSA feels there is need to have subject
receive phychiatric study but that is more proverly
respo sibility of local authorities. Camden County
Prosecutor's Office and Gloucester County Prosecutor's’
Office advise that they are unable to have subject
committed for phychiatric study or treatment, FBI
Laboratory advised letters sent in this matter examined
in Laboratory conform to Laboratory standards for a Royal
Pica style of type spaced ten letters to an inch,

DETAILS v
Investigation in this case is predicated ‘upon
‘receipt of a telephone call from the Federal Bureau of
‘Investigation, Washington, D. €., to the Newark Office
of the FBI on September 13, 1967, that two letters had
been received, both postmarked September 12, 1967,
One of the letters was addressed to Mr. J. EDGAR HOOVER,
“FBI Headquarters, Washington, DB. C., and contained obscene
language. The letter dated August 12, 1967, demanded
the payment $1,000,000,000.00 and stated that if the
money is: not paid by next Sunday the letter writer b6
threatened to katt the recipient of the letter This
‘The other letter was aiso postmarked September 12,
1967, at Camden, N. J., and was addressed to Mrs. J.
EDGAR HOOVER, Care of Mr. J, EDGAR HOOVER, F3i
Headquarters, Washington, D. C. This letter also was
dated August 12, 1967, contained obscene language, demanded
