\ INTRODUCTION Disclosure of Contents — Contents of this Manual must be held in strict confidence and are not to e disseminated outside the FBI. LHBSA is for FBI internal use only. No discretionary disclosure of its contents, in part or whole, shall be made except in accordance with FBIHQ approval. Request for disclosure under Title 5, United States Code, Section 552 ("Freedom of Information Act") must be forwarded for action to FBIHQ by appropriate communication. Distribution and Security “This Manual is the property of the United States Government with controlled distribution by the FBI. It is only to be issued to authorized individuals and must be returned to an appropriate FBI official prior to leaving FBI employment. LHBSA must be maintained in a safe and secure place so it will not be available to unauthorized individuals. Revision and Maintenance Beginning in, December, 2001, paper copies of the LHBSA are only being issued to New Agents as a learning tool. Paper revisions will not be disseminated. For up-to-date instructions, use the automated version. Manual’s Outline Systems LHBSA employs a decimal numbering system to facilitate citation, location, and revision of its contents.
