WASHINGTON (UPI) —
The Federal Communica-

stations “acted reasonably

Commissioner Lee Loev-
inger dissented,
He said the F.C.C. was
assuming “the: rele of super-
‘visor of religious program
ining” in violation of the
Constitution.
Instead. of answering the
request, he said, the I.C.C.
should have dismissed it for
lack of jurisdiction,
“T cannot join in singing
hosannas to fairness and
freedom by the cheery light
of the fire that burns the
heretics,” Loevinger said.
Mrs. Murray argued that |
the fairness doctrine re- |
quired the stations to grant |
her time.
She made the deniand as.
