"Dismissal of the complaint by the grand jury was seen by the Moslems as paving the way for the half million dollar suit which Hinton has filed against the city as a result of the beating. “Powder Keg "In his telegram to Kennedy, Minister X said Harlem is a ‘potential powder keg' and that if the officers are allowed to .semain on duty in the Harlem arez their presence is 'not only a menace to society but to world peace,’ "Minaster X reminded the Commissione: that on April 29, Commissioners Robert Mangum and Walter Arm had promised the Moslems a fair and impartial investigation of the beating and that ‘justice would be wone' if it was found that the beating given Hinton was ‘unwarranted. ! "Recalls Promise "The telegram suggested that the grand jury action proved that the beatirg was unwarranted and sald, ‘We respectfully trust that the confidence imposed in the promise of your representative 1411 not be shaken by your allowing these prejudiced white men, disguised as police officers .. . to remain on active duty. ! Commicsioner Waiter Arm, commenting on the telegram, said, ‘In my expacity as commissioner in charge of community relations, I did promise an immediate j investigation into the matter.
