on 2/12/58, that the period of exchanging new passports

valid (red) passports were issued without regard to passport
number, That is, if a holder had old (red) passport number
123456, issued 12/1/39, originally valid to 12/1/41, and he
Presented it for reseval on 11/1/41, he would have been
issued a new (green) passport, valid for the remainder of the
initial validity period of his old (red) passport. At the time
of issuance of this new replacement passport, no regard

replacement would not carry the same serial number as the old.
In addition, Mr. NICHOLAS pointed out that serial
numbers of passports are changed every time there is a change
in the Secretary of State. With the succecsion of a new
appointment to that office, the passport numbers start again
with the number one, This system permits more than one
passport being issued with the same number, because they
were issued at different dates, under different regimes of
Secretaries of State.
