C. 20535 Report of Examination Examiner Name: | Date: February 28, 2001 Pee Unit: Questioned Documents Phone No.: 202-324-4430 CaseID No: Q9A-WF-221166 LabNo.: 010209002 JS Results of Examinations: Two stamps are affixed to the envelope designated Q1. One has a value of thirty-three cents, is self-adhesive, depicts the American flag and is dated 1999. The other is a one-cent moisture-activated stamp, dated 1996 and bearing the image of a bird. Perforation characteristics useful for comparison with other stamps, should any be recovered during your investigation, were observed in the edges of the latter stamp. An ink jet process, available on numerous brand-name printers, was used to prepare the printed text on Q2. This process does not contain characteristics by which it may be associated with a specific printer. No other physical characteristics, such as significant indented writing or watermarks, which might indicate the source(s) of Q1 and Q2 were observed. Information from QI and Q2 was searched through the Anonymous Letter File with negative results. Entries have been made to the file for future reference. Observations for Investigative Assistance: If handwriting comparisons with respect to the Q1 address are > desired i in the future, known writing in similar wording and format should be obtained from any logical suspects and submitted to the Laboratory. Blank envelopes may be used. The writer should not be allowed to see the questioned entries prior to the exemplars being taken and, upon completion, each should be removed from his/her view. A sufficient quantity of exemplars to account for natural variation in the writing should be obtained. In addition, comparable, contemporaneous undictated known writing from the same individual(s) would also be useful.
