C. 20535 Report of Examination Examiner Name: | Date: March 1 6, 2001 Unit: Questioned Documents Phone No.: 202-324-4430 CaseID No: 9A-WE-221166 LabNo: 010307016 JS DY Results of Examinations: The thirty-three-cent self-adhesive stamp, depicting the American flag and dated 1999, and the one-cent moisture-activated stamp, depicting a bird and dated 1996, which are affixed to Q3 correspond to those on the previously submitted Q1 (Laboratory number 010209002 JS DY). However, no perforation characteristics in common were observed between the moisture-activated stamps, indicating that they were probably not adjacent to one another on a coil. An ink jet process was used to prepare the printing on Q4. Although the entries on Q2 (previously submitted under Laboratory number 010209002 JS DY) are also ink jet printing, this process does not contain characteristics by which it may be associated with other texts and/or a specific printer(s). No other physical characteristics, such as indented writing or watermarks, which might indicate the source(s) of Q3 and Q4, or suggest any connections with the previously examined Q1 and Q2, were observed. Information in this matter was previously searched through the Anonymous Letter File and the appropriate entries made to the file (report dated February 28, 2001). An additional search pertaining to Q3 and Q4 yielded negative results. A few characteristics in common were observed between the hand printed addresses on Q1 and Q3. However, these similarities are insufficient to support a definitive opinion whether the same writer(s) prepared them. Observations for Investigative Assistance: If future handwriting comparisons are desired, known writing similar in wording and format to Q1 and Q3 should be obtained from any logical suspects and submitted to the Laboratory. Blank envelopes may be used. The writer should not be allowed to see the questioned entries prior to the exemplars being taken and, upon completion, each should be removed from his/her view. A sufficient quantity of exemplars to account for natural variation in the writing should be obtained. In addition, comparable, contemporaneous undictated known writing from the same individual(s) would also be useful.
