CAPRONI: The national security side occurs largely without that level of transparency. And our concern is, and what this report has shown us, ts that we have simply got to do a better job making sure that, although the actions that are taken in national security investigations are typically taken in secret and they don't have the transparency of the criminal justice system, that that imposes upon us a far higher obligation to make sure that we have a vigorous compliance system. thal we have in place the training that is necessary. that we retrain agents. that when agents are working in this area... COHEN: I appreciate that. I think you're getting... CAPRONI: .. we make sure they know. COHEN: I think that's what we need. And I appreciate your candor. There's some signage in the Capitol, and one of them’s a statement by Brandeis -- Louis Brandeis, and something to the effect that the greatest threats to liberty come from insidious men of zeal, well-meaning but without knowledge or understanding. And I think that you'll find that if our agents, FBI agents, even though well-meaning and zealous, don't know what they're doing. then it's a threat to people having faith in the whole system. And I hope you'll correct that. And I fecl confident you will. CAPRONI: You're absolutely correct, And we will. COHEN: Thank you. CONYERS: I thank the gentleman, Stephen Cohen. (LAUGHTER) And the chair recognizes now the gentleman from Virginia, Bob Goodlatte. GOODLATTE: Thank you, Mr. Chairman. And thank you for holding this hearing. And, Ms. Caproni and Mr. Fine, thank you for your testimony today. These are very serious concerns. And we appreciate your helping us understand how they occurred, why they occurred, and what is being done to correct them. I have several questions I'd like to ask, starting with you, Ms. Caproni.
