Dear Mr. Pomerantz:
At a recent meeting of law enforcement and intelligence
officials held in the Washington, DC area, it was mentioned that
the FBI may be investigating a black militant group Known as the
"NEW ALLIANCE". This group allegedly advocates the violent
overthrow of the U.S. Government and is comprised of members of
the Black Panther Party and the Weather Underground. It was also
Stated that although the main office is in New York, there are a
number of regional offices. Our review of the groups you have
informed us about does not conclude that there is such a group
under a full Domestic S5ecurity/Terrorism investigation but this
could have possibly changed. In light of the discussions that
took place concerning this organization, request that a
characterization be provided this office.
Additionally, this office has been advised by our Army
Counterintelligence element in Puerto Rico about the emergence of
what appears to be a new and separate terrorist group known as
the “RED COMMAND". As you know, all the Puerto Rican terrorist
groups have historically targeted Department of Defense elements
and for these acts, they have been declared as threats to DOD.
We are concerned that a new group, about which we know very
little, would edd to the threat facing our elements on that
island. Request you provide this office with your assessment of
this group and any data on its composition and ideology. Upon
receipt, we intend to nominate this group for inclusion on the
list of groups posing a threat to DOD.
