HEADLINES LIBYA MARKS ANNIVERSARY OF U.S. RAID

Col. Muammar el-Qaddafi made a fleeting appearance early today at an outdoor
rally marking the first anniversary of the American bombing of his barracks, but
f he left the talking to his 16-year-old son.
The colonel suddenly materialized at 1:45 A.M. in a white suit through a gate
beside a Speaker's platform set up next to his damaged house. He reached out to ce
shake hands, raised his arms in the air and then abruptly disappeared. :
The commemoration of what the Libyan leader calls his victory against the
‘‘barbaric, aborted American aggressions'' was more haphazard and subdued than
was expected here.
There was nO show of military power, as some diplomats had heard, and no
| fireworks. Instead, about 1,000 people gathered in a courtyard at the back of
the colonel's bombed house from 11:30 ®.M. ta 2:30 A.M.
In an atmosphere of a country fair, a Libyan master of ceremonies introduced
a@ parade Of speakers ranging from an American Indian, Vernon Bellacourt, to an
i American Black Muslim, Mohammed Akhbar, to a British Labor member of Parliament, - ”

The crowd included 200 Americans visiting at the invitation and expense of
the Libyan Government as guests to a ‘’peace conference.’' The Americans said
they were proudly defying @ travel ban to Libya imposed last year by the Reagan
Administration. Many foreign journalists were also present.

The '‘peace conference,‘‘ the centerpiece of the anniversary activities, was
addressed Tuesday by Aleksandr Shakirov, described in the Libyan press as a

An Eastern bloc official said there appeared to be no delegations from the
Warsaw Pact. A member af the London-based Campaign for Nuclear Disarmament
opened her remarks by saying she was not representing the anti-nuclear group but
