He stated that at times the Michigan National Guard participates in exercises at Ft. Custer near Battle Creek, Michigan but there usually are in excess of 5,000 military personnel at these events. He advised that it would be impossible to know if any or civilians acting the part of "OPFOR" and stated the military has its own version of this group and would not need to use civilians.
