Robeson, a key figure of the New York Offite,
has been denied a passport by the Department of State and
has entered a civil suit "Paul Robeson v. John Foster Dulles"
in an effort to appeal States’ decision and secure a passport.
Attorneys in the Civil Division of the Department of Justice
have been assigned the defense of this case.

7 Attorneys for Robeson have filed motions for
preliminary injunction and summary judgment to be heard 8-16-55.

On 811-55 the Department of Justice furnished a copy
of a proposed affidavit drawn up for execution by —.
Miss Frances G, Knight, Director, Passport Office, Department
of State, to be filed with Department of Justices! opposition
to plaintiffts motions and in support of its ecrossenotion for
Summary judgment, The Department noted the proposed affidavit
contains specifically in paragraph 18 a resume of information
taken from "FBI files" (Bureau reports previously furnished
Department of State) and forwarded this affidavit for clearances
Department ign Bureau's decision by the afternoon of
Paragraph 18 states: "In addition to the information
te set forth above, consideration was given to information of a
” highly confidential character from another agency of the

2 was a Communist: that he made frequent visits to the Soviet
