PAUL ROBESON v. JOHN FOSTER DULLES
The summons amd complaint were served on the Attoraey General
on Mar, 3, 1958. Plaintiff seeks a declaratory judgment and other
Secretary of State (22 C.F.R. 51.135 et seq.) as applied to the
equitable relief to declare that the Passport Regulations of the \
Plaintiff, are unauthorized, unlawful and invalid. Plaintiff
further prays that the defendant be enjoined from interfering
with plaimtiff's2 travel outside the U.S., from continuimug to re-
fuse to grant a passport to the piaintiff, and to direct the de-
fendant to iasue a passport to the plaintiff forthwith. Defenm-
dant refused to grant a passport to plaintiff based on his re-
fusal to answer questions concerning present and past membership
in the Communist Party which are contained im the passport appli-
cation form. On April 28, 1958, an Answer to Complaint was filed
in the U.5, Distriat Court for the District of Columbia, On the
same day, defendant filed a Motion for Security for Costs, together
with a memorandum of points and authorities in support thereof, \
