Nixon he asked the Director what happened to his application to which the Director replied, "I'll check the files."" According to the President, the Director then informed him that he actually had been approved as an Agent of the FBI and would have been made a member of the FBI except for one fact, "Congress did not appropriate the necessary funds requested by the Bureau in the year 1937.'' There is no record in the Bureau file of this inquiry or of information furnished to the President. OBSERVATIONS AND RECOMMENDATION: In April, 1969, we answered a similar inquiry concerning Mr. Nixon's application for the Special Agent position by enclosing a copy of the transcript of the Director's introduction of Mr. Nixon before the 53rd Session of the FBI National Academy. Accordingly, since we have no information in file to support the President's 1969 statement as to the reason why he was not appointed, it is recommended that in order to be consistent, we answer this inquiry in the same fashion as before by furnishing a copy of the transcript of the Director's 1954 introduction of Mr. Nixon.
