J , The article relates that Marshall said the Departmental practice of authorizing B® "eavesdropping'was in effect for a period of years prior to oe and it specifically points out that this included the period when Rober »nnedy was Attorney General ~ fe It is made clear by this article that the Dee TEE ce under Departmentg} Nn . authorization and that this continued until June, 1965, when these devices we prohibited by Presidential order. £ This is a good analysis of the issues involved in this controversy and it is apparen: that U:S. News and World Report is striving to make it clear that the FBI did not use these devices on its own initiative.
