KX 9-1099 Mr. MAPP advised Mr. WILKINS was in Chattanooga, Tenn., night of 10/29/69 for speaking engagement, and ~~ departed 10/30/69 enroute New York City, his office agdress being 1790 Broadway, 10th Floor, New York, New York. ° USA, Chattanoggea, advised he felt the contents of this letter might possibly be a violation of Title 18, Section 876, paragraph 3, but expressed doubt as to whether or not the NAACP could be construed as a person within the purview of this statute but felt that this matter ‘should be investigated. Local agencies advised. The Lab is requested to immediately examine and forward a summary of the results to Knoxville so that it ay be included in report. The letter should be compared with similar type letters which may be contained in the Anonymous Letter File. RK copy of this letter should be retained by the Laboratory for possible future reference.
