Senate, held March 8 - June 28, 1950. The report, which was
atitled "State Department Employee Loyalty Investigation, "
contained a list of names appearing on a letterhead of the
Anerican Russian Institute, dated 11-16-38. The name of Foy
Wilkins appeared on the list. The letterhead, which was
introduced by Senator McCarthy on 3-8-50, was marked Exhibit
No. 4, ‘

The HCUA Report entitled "Investigation of Un-American
Propaganda Activities in the U.S., Appendiz = Part IX, Communi st
Front Organizations," dated 1944, contained the following
information relating te Roy Wilkins:
A letterhead of the Council for Pan-American Democracy,
listed Poy Wilkins as a sponsor for a conference on Pan-American
Democracy to be held on December 10,11, 1938, at Hotel Washington,
Washington, D.C. It was indicated that the Council had heen
referred to as a Communist-front organization in previous
reports of the HCUA.
On three undated lIetterheads of the International
Juridical Association, Roy Wilkins was listed a3 a nenher of
the National Committee of the Organization.
A list entitled "United Front for Herndon Grows,"
ich appeared in the October 1935 issue of "Labor Defender,"
page 9, set out the public offictals who signed a petition for
the freedom of the Negro Conmuniat, Angelo Herndon. The name
of Roy Wilkins appeared among the "prominent ndividuals" who
had signed the petition as of 9-15-35.
