Seale stated that it is obvious that Wilkins does not want to meet with the people and that he is separated from the Black community. He commented that if Wilkins was really concerned, he would have accepted a public meeting. - _ The "Black Panther® newspaper, for July 5, 1969 published a copy of the telegram and a picture of Roy Wilkins. Under the picture was a subtitle, “The Grand Cop-Out”. 6. Reaction of Leaders and Members of the Community to Minority Demands and the Existence of Channels of Communications, San Francisco California Area The Community Relations Unit, of the San Francisco, California Police Department, which has been under fire in the past months from minority leaders, has seen the previous leader of the Unit retire and a Negro patrolman appointed to head the Unit. The new head of the Unit has been presented with a new plan of action. The plan was drafted by a member of the Mayor's Crime Committee and calls for sweeping changes and broad community involvement. Emphasis of the new plan is for the police department to go to the people rather than wait for the people come to them. The plan proposes seven Divisions; Ethnic and Racial Relations; Youth Relations; Bomestic Relations; Complaint Division; Social Abuses; Communications and - The plan calis for the establishment tions Arms in each of the nine district
