Git ot C42 ; — According rior to the meeting Wilbert Lee ZAllen, self-proclaimed local Black Panther ‘leader, and 15 to Ae 20 unidentified individuals, al] dressed in khaki shirte and C4 piue Jeans wearing black berets, were lined along the sides of the church in parade rest positions, Immediately before the meeting began, Allen and others in uniform left. Two or three of these uniformed individuals returned inside the church for the meeting but Allen did not return. A characterization of the Black Panther Party is attached hereto in the appendix. QED 2 tvises that the theme of Wilkins’ speech was_ that the acks and whites of Augusta should unite; that the police officers responsible for the killing of the.#ix blacks in Augusta on Mayll, 1970, should be brought to justice and that the city of Augusta owes something to the black community of Augusta.
