To: All FBIHO 1: Ws ons From: Baltimore @ Re: 306-BA-102679, 10/28/2002 responded to the rest stop and at 3:30 a.m. arrested both subjects without incidert. Based upon a federal search warrant for the vehicle, a rifle was discovered in the rear seat area of the vehicle. The weapon, a Bushmaster XM-15 rifle, is equipped with a scope and tripod. It is a semi-automatic rifle, similar to an M-16 and was loaded with a .223 round in the chamber. The vehicle also had a cut-out in the trunk area, from which the subjects may have fired the rifle while hidden in the trunk. Evidence from the vehicle is still being processed at the time of writing. DNA and hair samples were taken from both subjects for comparison with forensic evidence recovered at various crime scenes. On 10/24/02, ATF conducted an examination on the rifle and the bullet fragments from the crime scenes in captioned case. ATF confirmed that the rifle and bullet fragments were a ballistic match. BACKGROUND: The subject John Allen Williams, aka John Allen Muhammad was a member of the Nation of Islam, a Chicago based group. Louis Farrakhan stated in the press that Williams joined the Nation of Islam group in 1997, however has not had contact with that group since 1999. Farrakhan also stated that Muhammad may have been at the Million Man March, but did not work the security detail under that name. Muhammad's first wife,L_————SSSS—=sdd indicated that he was a member of the Nation of Islam_group in Seattle at least as far back at 1995. The second wige[ was interviewed prior to his arrest, and during the interview stated that Muhammad was a former member of the Nation of — Seattle Study Group, The Seattle Stud Group is lead by Minister aka Brigadier General Fastabend advised that Williams was under his command in 1992-1993, while stationed at Ft. Ord, Monterey, CA. Fastabend advised that Williams was a "hard core Black Muslim." During this time period, Williams got into an altercation with his platoon sergeant and threaten to kill him. Williams responded that he would no longer work for "white devils." Instead of being either court marshaled or subjected to administrative disciplined, Williams was transferred to Ft.
