On 10/23/02, the FBI co-chaired meeting of the numerous Federal, state and local
agencies to coordinate a response plan in the event that the sniper from lower Maryland and
Virginia changed his pattern and moved northward. The meeting was held at DelTech ~ Stanton
Campus. Participating agencies included ATF, Secret Service, National Guard, State Police from
Delaware, Maryland and Pennsylvania, New Castle County Police and numerous local police
departments within the County, Delaware Emergency Management and Delaware Department of
Transportation. ;
Attached are copies of response plans as received from the SNIPERMUR task force
which were disseminate to the participating agencies. The police departments were also briefed
on these critical issues
1. quick identification of a shooting victim as a victim of the sniper,
- police where given profiles of the victims to include types and areas of
wounds, description of previous shooting scenes, noting that these were in close proximity to
several escape routes and the shooting sites included areas of cover within the perimeter, such as
woods, and that the crime scenes frequently were in the areas of shopping centers.
2. establishing a 300 yard, 360 degree crime scene perimeter
~ police were briefed on the existence of notes left at the scene and the
packaging of the notes in plastic bags.
3. establishing escape perimeters and guidelines for the operation of roadblocks,
4. aerial surveillance.
All departments agreed to an immediate ban on comments to the press regarding sniper
response-plans.
It was agreed that the lead agency would be the state or local agency with jurisdiction in
the area of the shooting. For a shooting in the jurisdiction of any local department within NCCo,
the NCCoPD would dispatch its evidence response team to process the scene. Regardless of the
location of the incident, Delaware State Police would coordinate the establishment of the outside
perimeter and all assisting departments would respond to assist in establishing and controlling the
perimeter.
It was agreed that 800 Mghz, Statewide PMA would be used for radio communications.
