Approval of donations is obtained by majority vote of the Advisory Council. Jones Day provided a listing of technical committee and advisory council members from 2004 to present, noting which individuals were city officials. Jones Day also provided a flow chart describing the Trust donation process, noting that the application goes to the Technical Committee for initial review, and if approved, goes to the Advisory Council for final approval.
