To inform you of an article appearing in "The Washington Post Mise else
dated February 13, 1950, regarding statements made by Senator Joseph
MeCarthy (KR), Wisconsin, during a Lincoln Day taik at a dinner of Nevada
Republicans, wherein he identified four individuals as "people with Communist
cennections," ter |
BACKGROUND:
This article, carried by the Associated Press and date-lined Reno, le H
for the most part a continuation of his criticism of the State Department as 7
regards his charge of Communist infiltration. He named, as “specific cases o
people with Communist connections," John ¥. Service, Gustave Duran, Mrs. Mary
Jane Keeney, and Dr. Marlow Shapley. From "the facts given by Senator McCarthy,
John W. Service is, no doubt, identical with John Stewart Service on whom we |;
conducted an investigation under the provisions of Execugjye Order 9835. The
others, Duran, Keeney, and Dr. Shapley, have not been idéntified with federal
enploynent since the inception of the Loyalty Order and, therefore, have not been
“within the scope of the Order. There follows a brief sketch | of these individuals:

Order 9835 was conducted of Service and the reports reflecting the results of
this investigation were furnished to the Civil Service Commission on December 23,
_ 2948, and to the Department on Sarch 24, 1949. The basis for investigation was
. his arrest, together with Phillip Jacob Jaffe and Kate Mitchell, co-editors of
“. tAmerasia,'t a magazine published in New York City, and others, on the basis of
a complaint charging him with conspiracy to remove government documents and
furnish them to unauthorized individuals, Service was not indicted by the Grand
