The first cétepory constituting a security risk is a person
Who engages in, Supports, or advocates treason, subversion,
or sedition, or who is a member of, affiliated with, or in.
sympathstic association with Communist, Nazi, or Fascist
Parties, or of any foreign or domestic party or novenent
wien secks to alter the form of government of the United
Stetes by unconstitutional means or whose policy is to ad-
vocate or approve the commission of acts of force or violence
to deny other persons their rights under the Constitution of
the United States; or a person who consistently believes in
or supports the ideologies and policies ef such a party or
movencnt .
The second category is a person who is engaged is espionage

or uno is acting airectly or indirestly under the instruc=
tions of eny foreign covernvent; or vho deliberat ely per-
forms his duties, or otherwise acts to serve the interests
of another overnaent in preference to the interest of the
United Stctos,
The third category is a person who has lnowingly divulged
clausified infornation without authority and with the
knowledge or belief or with reasonable grounds for the
knowledge or belief tnat it will be transmitted to agencies
of a foreign government, or who is so consistently irres-
ponsible in the handling of classified information as to
compel the conclusion of extreme lack of care or judgment.
The fourth category is a person who has habituel or close
assoeration with persons known or believed to ve in cate-
gories A or B (isee, first and second categories}, to an
extent which would justify the conclusion that he might,
through such association, voluntarily or involuntarily
divulge classified information without authority.
