As you know, the Denartnent has a Security Cormittee which confines itself to reviewing security investirations and to nating recannendations based thereon, Of courre, this corcittes has nothing to do with reviewing the qualifications or competency of the person revieved for a position in the Department other than as security is involved. I have added this because from our conversation I weuld assume that you seriously question the qualifications of ix. Duran for employment, as distinguished from security consideration. That phese of lr. Duran's emploment is not within the scope of the Security Committee. After revievring the entire record on ty. Duran as procured fron all availavle sources, the Security Comittee recorrmended favorably on ir, Duran. J have carefully gone over the record before the Security Cormittee and I have anproved their recommendation.
