Following Senater Uherry's letter to the State Denartment of
cust, 19:6, in which the Senstor maintained that this men was such
a bad security risk that he should be discharged, we find that he was
permitted to resi=n on October h, 1915.
In view of the grave charges nade by Senator Wherry ani the
wusual attitude of the State Departnent in permitting this man's
resignation, it vroulc be interesting to know what, if any, investigation
was made by State Department officials as to his conduct vthile in a
responsible, confidertial capacity in the Departnent.

After his resimeation, Duran almost immediately was employed as
a representative of the International lefugee Orcanization of the
United Uations. We was employed there as of yesterday.
I have received a confidential report that Duran was recommended
for his Ul. position by a member of the present Presidential, Cabinet.
