Clive Palmer called at my office at 5240 PM tonight tw, sxe__
and left the attached memorandum listing the names of the - wense |
eighty-one individuals named in the subpoena by Senator. EF ae
McCarthy. oT

Mr. Palmer stated that Peyton Ford had been in conference
all afternoon with Senator Tydings; that Senator Tydings insists that
h
9 wants a letter signed by the Attorney General listing the dates.
Joy reports on loyalty cases sent to the Civtl Service Commissions
Apparently they are fearful that the State Department's files have’
been stripped. Therefore, Mr Palmer stated that the Attorney
General and the White House had instructed that the Bureau prepore|
a nemorandum to the Attorney General sending over acpy of the
letterof transmittal in écch tnstance where loyalty reports were
trensmitted to the Civil Service Commission inasmuch as this cover
detter will show the itemization of thereports.
Another paragraph should indicate that the individuals
|ristea thereunder were the subject of a preliminary loyalty investi-
“ gation which was discontinued when it was learned that the employee
en had left the Government service and, therefore, no reports were
ers: sent to the Civil Service Commission,
A third paragraph should list any cases where no investt-
lon ition was conducted because no derogatory information was available,
a
He also advised that Serntor Tydings suggested that a cut-
off date of February 20, 1950, be set and that nothing be listed
thereafter. ;
I told Mr, Palmer that the Bureau would not prepare any =<
be list until we got @ memorandum from the Department in writing ;
testing exactly what it was that the Department wanted. He promised
o have this prepared and sent tothe Bureau tomorrow, May 10, 1950,
Lae ‘In the, meantime, I would auggest | that we start working on
nid @ would suggest that a photostatte copy of the letter of |
tranent tial to the Civil Service Commisston be fePe SRE which will
only show the name of the Agent modes o> Ase the date of: ,_
