Ford further pointed out that there may have been, with regard to some of these ,
individuals, memoranda forwarded to the State Department prior to, during, or .
following the loyalty investigation, or in cases in which no loyalty investiga~
tion has been made. Re stated it is desired that the Bureau make appropriate —
identifying reference to any such memoranda. Peyton Ford, as indicated above,
stated it is not necessary to include ony material submitted subsequent to

names set forth on the "subpoena™ list furnished by Clive Palmer, together with |
other individuals who have been identified by Senator McCarthy, and the information
requested by the Department hag been set forth in the attached memorandum dated |.

You will observe that the material being furnished to the Department is
divided into Parts I, II, and ITI. Part I pertains to the individuals identified
on the "subpoena list. In Part il; there is furnished for the Department's | infor
mation material relating to aeddaitis nal individuals not identified on the "subpoena"
list, but who were identified previcusly by Seth W. Richardson in a letter to the ,
. Bareau dated April 5, 1950. Part TIT consists of photostatic coptes of tranemittal,
' letters requested by the Department.

In connection with the review of our files, dn addition to reports and: abe
memiranda specifically relating to the individuels identified on the subpoena list,
it was found that collateral references to these individuals were located in other -
reports and commntcations transmilted to the Derartment ‘of State in some instances.
As a general rule, these incidental references have not been included in the .. ;
omorandum to the Department. In this same connection, you will recall that in |
the past confidential memoranda have been supplied to the Department of State in. =
connection with the Gregory case, as well as investigation concerning underground .
Comminist activities of government employees. In these memoranda in many instances,
numerous individuals were involved and information from highly confidential sources
was included. In such memoranda, where one of the persons named by McCarthy is = -+.
mentioned collaterally, we have not listed the Gregory mimasry or the summry on :
the underground Comminist activities of government employees, since it is felt |
that to do sc would undoubtedly cause the Subcommittee to request copies of the.
