In connection with a specific reqiest by the Attorney Tele. Room_
soneral as to the substance of the oral data furnished by the Bureau Monee
to the State Department in two of the eighty-one cases mentioned by
senator MeCarthy, the Bureau wrote the Attorney General on duly 17
1$50, and set out the facts concerning this matter,
The Director commented on a routing slip as follows:
"Just how extensive is the practice of orally advisins
other Government azencies of such information yithout
written confirmation? It seems to me it onens us to
possinility of real embarrassment, Hal
in connection with the question raised by the Director, the
seneral policy is to furnish written information. Oral information is
furnished in only a small percentage of the matters discussed by our
Liaison Representatives and this is subsequently confirued in writing.
It might be pointed out, however, that in some instances in
connection with celicate situations the Bureau's Liaison Representatives
aré instructed to furnish information orally to other Government acencies
and in these situations no confirmation is usually given in writinc. In
these instances the Bureau file will contain a record covering the matter
either by a written notation or a memorandum. ; :
