STATE DEPARTMENT _ { BACKGROUND: By memorandum dated March 16, 1951, captioned "Communist Infiltration into the Armed Forces, Industrial Plants, and_ the State Department," the Director was advised that as of March 13, 1951, there had been a total of 570 loyalty cases conducted on applicmt and employees of the State Department in which there had been some evidence of Communist Party affiliation, sympathy or association with individuals alleged to be Communist sympathizers at some time. The Director noted, "Just how many are still employed in State or some other Government agency.
