The appointment of an impar-
tial board of outstanding private
citizens to review these cases
was therefore logical, Such a
hoard is probahly the only kind
whose conclusions would be ai-
most universally accepted.
Such a board cannot relieve
the Tydings committee of all of
jis responsibilities, however.
McCarthy has made suppiemen-
tary charges which require in-
vestigation, some of them jn-
volving individuals outside the
Slate Department and even out-
side the Government, These will

with plenty of work and trou-
ble even after it has: been re-
