Allegation of Senator McCarthy
Case No. 28: "This 4ndividual has been with the State Department as a
Poreign Service career officer since 1936. He is still holding a high
Salaried job with the Government, and to the best of my knowledge he is now
stationed at Frankfurt, Germany. <A report of dune 23, 1947, indicates that
he is a member of the Communist Party, that he attended the Youth International
in Russia in 1935. ‘While working in the State Department, the file indicates,
he showed an intense interest in getting information on amything pertaining
to Russia, including any figures and records, whether or not the information

activity. Both he and his wife have been mexbers of a number of Commnist-
front organizations, and he has been very closely associated with known com-
munist-front workers. The file discloses the interesting information that he
is a member of the central group, whose task it is to spearhead an attack on
J. Edgar Hoover and the FBI. These fellows do not like J. Edgar Hoover at all.
The man is a member of the central group which is the spearhead of such an
attack. This is all in hie file. He is still working for the Government.*

follows;
1. Special Inquiry -
2. Internal Security - Hatch Act which was opened October 21, 1941
and closed in January, 1942.
3. Special Inquiry ~ State Department (Greece-Turkey Aid Bill}
which was instituted August 19, 1947 and completed September 10, 1947.
&. A Loyalty of Government Employees Investigation was instituted
April 19, 1948 which was completed in May 1948; and reports transaitted to the
Civil Service Commission Kay 27, 1948. A form letter dated August 19, 1949,
received from the Civil Service Commission in connection with the LGE investi-
gation of ontained the notation "employee cleared on security.®
