Allegation by Senator McCarthy Case No. 72. “This case, Mr. President, is interesting in that it is the direct opposite from the cases I have been reading. JI cite it to show that unless one has a communistic background one cannot qualify for a position with the Voice of America, at least in the New York office. This man applied for a job with the Voice of America. He was investigated in the fall of 1946 for a position on the Russian desk of OLE. Investigation showed he was a refugee from the Red revolutions He was naturalized in 1927. He has a reputation es an expert in Russian affairs, having studied them for a period of many years. He was employed with OSS from February 1942 to December 1942, and then was requested to resign. He was farced to resign because of Communist pressure. A known Communist and a NEVD agent in the UMited States openly stated, according to the Intelligence files, that he was too anti-Communist to be employed by OSS. This man's immediate superior with OSS told him he was forced to fire him because of circumstances beyond his controle A high State Department official confirmed the reason for this man's dismissal from O63. "This individual was very highly recommended by several witnesses as & high type of man, a democratic American, who supported democracy for Ruseia and opposed communism. However, he was turned down and was never employed by OIE. This was at a time when they were taking on all the other debriz I have just described. Fortunately, however, his services are being presently made use of ty NcCloy in Germany, where he is acting fiscal adviser and, I understand, doing a good job. I believe I overlooked stating that he was born in Kiev, Russia, in 1877. Ido not confuse this man, as I said, as being a Communist. The reason I cite the case is to show that the one good, sure way not to get into the Voice of America is that one is a loyal American and not an anti-Communist." Possible Identification This individual is epperently Qe Bureau records reflect that an investigation was conducted concerning him uner the provisions of Executive Order 9835 in connection with his appointment te the position ee the Department of the Army. The results of this investigat ucted during August, September and October, 1948, were transmitted to the Civil Service Commission by letter dated November 4, 1948+
