The item in question reflected that Senator Edward MePKennedy had unseated Senator Russell Long for Assistant Senate Demdyratic Leader. This item was received on the UPI machthe in our Teletype Room at 11:38 a.m. today. The original which is attached was time-stamped in the Director's Office at 11:47 a.m. The copy, also attached, was received in Mr. Tolson’s Office at 11:48 a.m. The messenger run which delivered these messages is set up on a seven minute interval, The messenger picks up material in the Teletype Room, stops at Mr. Bishop's Office to see if there is anything for ihe Director and immediately delivers all material he has to the Director's Office. After leaving the Director's Office, if he has anything from the Director's Office for either Mr. Bishop or the Teletype Room, he leaves this off en route to Mr. Tolson's Office. If the Director's Office has nothing for Mr. Bishop or _ the Teletype Room on that particular run, the messenger proceeds straight from the Director's Office to Mr. Tolson’s Office. It appears that this is what hap- pened on this occasion. RECOMMENDATION: .
