Dear Mr. Hoover, Teo Sede;

Thus, it would be most fitting for The F.B.1. to publicly offer Senator
Kennedy the opportunity to tell his story.to the lie-detector with the
findings made available to the public. j ,
AS I understand it the. lie-detector can be used to clear
one of charges yet cannot be used. to convict him, Thus, Senator Kennedy
has nothing to lose legally. If his story is not true, it should be impeached.
Since the nation has complete confidence in the F.B.1. and
yourself you would be the logical person to make the offer.
If Senator Kennedy declines the offer, the public should
be allowed to draw its own conclusions. .
