I told Mr. Scalia we were unaware of the time of the meeting until he __
had advised me of it and up until that time I had not been able to discuss
the Deputy Attorney General's request with representatives of our FOIA
Unit, but I would do so at once.
Upon my return to the Bureau, I contacted Supervisor James C.
Farrington, Unit Chief of the FOIA Unit, and explained the problem to
him. Mr. Farrington suggested that it would be possible for us to allow
Sussman to review materials previously prepared for release in a Freedom
of Information Act request involving Alger Hiss and organized crime figures.
Mr. Farrington explained that these materials have been prepared for
release and allowing Mr.

At 3:55 p.m., November 13, 1974, Iadvised Assistant Attorney
General Scalia that we had available sample material that had been prepared
for release under the FOIA that would be representative of the poblems
of deleting identifying data and other material that would not be released -
under the Act and that such material could be made available at 10:00 a.m.
on the morning of November 14, 1974 for the purposes indicated. He
expressed appreciation for this and advised that he would make arrangements
for the meeting in the Department, and he would advise us later of the time
and place, but that it probably would be in Mr. Rakestraw's office.
At 4:15 p.m., Mr. Scalia's secretary called my secretary and
advised that the above meeting now would be held at 9:15 a.m. in Room 5214.
RECOMMENDATION:
That Supervisor James C. Farrington, accompanied by
Inspector David W. Bowers and Supervisor Richard C. Dennis, represent
the Bureau at the meeting with Mr. Scalia and representatives of the
White House and of the Department to discuss the pending FOIA legislation
and to review with them the sample material described above.
